According to DPNM rules:

3.1.4 – Powers and Authority
Unless otherwise provided by County Rules, the Committee shall hear challenges to the election of ward and precinct officers, act to remove officers in accordance with Article IV, Section 4, and deliberate the credentials of all ward/precinct officers, including County Central Committee members, except that no member of a ward or precinct whose election is challenged may take part in deliberations regarding that challenge.

The Committee shall serve as a standing committee on rules revision and, in an advisory capacity, serve the County Chair and Executive Committee as a rules interpretation committee.
